DHL国际快递实名收寄通知

中外运-敦豪国际航空快件有限公司（DHL国际快递）敬请所有符合规定的用户与我司签订安全保障协议（见附件“保证函”），同时需随附用户的工商营业执照复印件和法定代表人或者相关负责人的身份证件复印件。我司也将按照国家相关法律法规使用和保护收集到的上述身份证件复印件信息。
实名收寄制度是《中华人民共和国反恐怖主义法》对企业和个人提出的硬性要求。据此，国家邮政局在2017年3月颁发的《邮件快件寄递协议服务安全管理办法（试行）》要求，寄递企业需与用户签订安全保障协议，寄递企业与用户签订安全保障协议时，用户应当出示可以证明其法人或其它组织身份的证件，以及法定代表人或者相关负责人的身份证件。寄递企业核对后留存复印件。用户拒绝出示有效证件或者拒绝寄递企业留存复印件的，寄递企业不得与其签订安全保障协议并提供协议服务。
Real name verification is a rigid requirement of Anti-Terrorism Law of the People's Republic of China. Based on this, State Post Bureau (“SPB”) issued the Measures for the Security Administration of the Mailing and Express Shipment’s Delivery Agreement Service(for Trial Implementation) in March, 2017 and required that the express companies should sign the Security Agreement with the users and the users should show the certificates verifying its identity of its legal person or other organization and the identity certificates of its Legal Representative or relevant Principal when execution of such Security Agreement. The express companies should keep such certificates’ photocopies after verification. If the user rejects to show its effective certificates or declines the express company to keep such identity certificates ‘ photocopies, the express company shouldn’t sign such Security Agreements with the user or provide the agreement express service.
根据以上法律规定，中外运-敦豪国际航空快件有限公司（DHL国际快递）敬请所有符合规定的用户与我司签订安全保障协议（见附件“保证函”），同时需随附用户的工商营业执照复印件和法定代表人或者相关负责人的身份证件复印件。我司也将按照国家相关法律法规使用和保护收集到的上述身份证件复印件信息。
Based on such legal requirements, DHL-Sinotrans hereby respectfully invites all qualified users to sign the Security Agreement (as attached) and provide the business license photocopy and the identity certificates photocopies of Legal Representative or relevant Principal for archive. DHL-Sinotrans will use and protect such collected information indicated on such identity certificates photocopies as per the relevant PRC laws and regulations.
备注：身份证件要求正反面复印，字迹清晰，若您对使用范围有限制的话，可以在身份证件上备注“仅供DHL操作快件及配合国家实名收寄相关要求使用，再复印无效”字样，但需注意该字样不能覆盖身份证上任何文字、数字和图片信息。
Remark: Please ensure the identity certificates are copied both sides and legible. You can note “For DHL processing shipments and cooperating the authorities’ Real Name Verification use only, Photocopy is invalid” on such copies to limit usage, but should pay attention to the words can’t overlap any letters, figures or pictures on such photocopies.
对于未能签订安全保障协议的用户，每次发件，寄件人需要出示其有效身份证件供查验和登记。
For users who fail to sign the Security Agreement, the shippers must produce their valid identity certificates when sending shipments each time for inspection and registration,
